Wix is trying to be the whole toolkit for a small business. Framer is trying to be a very good way to make a page. Both are legitimate and they suit almost opposite briefs.
Everything included, or almost nothing included
Wix has an online store, appointments and marketing email in the product. Framer has none of those three at all — no store, no bookings, no marketing email of any kind.
If your site takes money or appointments, that ends the comparison. Framer is not going to grow into it, and no plan tier changes the answer.
What Framer offers instead is the page itself. Framer scores 5 for design against Wix's 4, motion and interaction are configured without writing code, and a custom domain is included on the entry paid plan rather than held back. Framer scores 4 for value against Wix's 3.
Wix scores 5 for ease against Framer's 3 and 5 for support against Framer's 3, with round-the-clock help on the cheapest paid plan.
What each free plan permits
Both have one, and they are not the same offer. Wix's free plan is a real place to publish. Framer's free tier is a real place to build — the vendor's own description — but it is also described by the vendor as non-commercial, which is a restriction people discover after building something they intended to sell from.
Neither exports. Wix has no way to move a finished site to another platform, and Framer has no export either, so on the question of what you can take with you they are equally closed.
Wix's editor holds enough features to be daunting on a first visit, which is the cost of the everything-included approach. Framer's is quiet by comparison, because there is less in it.
Which should you choose?
Choose Wix if the site has a job beyond looking good — selling, booking, mailing a list — and you would rather have one bill and one login.
Choose Framer if the site is a landing page or a portfolio, the design is the point, and nothing on it needs to take money. Read the non-commercial wording on the free plan before you rely on it.
